The Assessors Office has the responsibility to locate all taxable property in the County and to identify ownership. This office establishes value for all taxable property and applies all legal exemptions to the property.

The Auditor Appraiser series is found only in the Assessors Office and is primarily oriented to business and personal property agricultural boats and aircraft audits and appraisals for assessment purposes.

Auditor-Appraiser Manager plans organizes and manages the work of the unit as well as formulates and administers County policy relating to appraisals audits and interdepartmental activities and operations.

The Eligible List established by this recruitment process may be used to fill current and future vacancies on a regular full-time part-time or temporary basis.

Examples of Duties

1. Plans organizes manages and directs the activities for appraisals and audits to ensure timely consistent accurate and efficient valuation or audit of business and personal properties for property tax purposes
2. Trains assigns directs and reviews the work of subordinate professional and clerical staff; interviews and selects employees; assigns and monitors duties; reviews work for accuracy completeness and compliance with established requirements; evaluates work performance; and recommends transfers reassignment and discipline
3. Resolves a variety issues formulates and implements policies and procedures for assessing and auditing business and personal property
4. Interprets state Revenue and Taxation Codes related to the assessment of business and personal property; advises staff on the application of appraisal principles practices techniques state law regulations and departmental policy
5. Responds to requests for information; provides complex detailed and technical information to elected officials taxpayers and their representatives on assessment and auditing rules and regulations; interprets explains and applies various governmental requirements
6. Meets with taxpayers and their representatives to discuss and resolve assessment disagreements
7. Prepares testimony and appears as an expert witness in hearings
8. Performs the most complex audits and appraisals of business and personal property; prepares detailed worksheets and makes physical inspections of property in order to estimate a market value by capitalizing income analyzing market and sales data and determining replacement cost less depreciation; documents findings; prepares reports and recommendations; prepares and presents cases before the Assessment Appeals Board
9. Ensures that reports are prepared and submitted on time and with accuracy meeting external and internal requirements
10. Keeps up-to-date on practices pending legislation laws codes regulations polices and procedures - associated with the work; attends and participates in various meetings committees and professional groups
11. Communicates with County staff governmental agencies and outside organizations to exchange information coordinate activities resolves issues and concerns; prepares and submits mandated reports within established time frames

Thorough Knowledge of:

• Revenue and Taxation Code State Board of Equalization Rules Accounting Standards and Procedures for Counties issued by the State of California Chapter 18 on Property Taxes and relevant court decisions and California Assessors Association Guidelines
• Generally accepted accounting appraising and auditing principles practices standards techniques and methods
• Accounting systems used in industrial commercial corporations partnerships and individual proprietorships
• Methods and procedures for determining depreciation appreciation and replacement costs
• Automated accounting system concepts and audit control
• Financial and statistical record keeping techniques
• Analysis of simple to complex financial statements and reports

Working Knowledge of:

• Principles and practices of supervision and training including work planning scheduling reviewing evaluating training and corrective action
• Related computer hardware and applicable software

Skill and Ability to:

• Plan organize direct and coordinate the divisions operations
• Make accurate computations
• Write clear concise accurate and detailed reports
• Read understand effectively interpret explain and apply appropriate laws rules regulations guidelines policies and procedures
• Interpret business records on finance merchandise and equipment

Examples of Experience/Education/Training

Any combination of training education and/or experience which provides the knowledge skills and abilities and required conditions of employment is qualifying. An example of a way these requirements might be acquired is:

Certification: Pursuant to Article 8 Section 670 of the Revenue and Taxation Code of the State of California incumbents will have one year from the date of appointment to obtain a Permanent Appraisers Certificate issued by the State of California Board of Equalization. Failure to obtain a Permanent California Appraisers Certificate within one year of appointment will be cause for termination of employment.

Education: Pursuant to Article 8 Section 670(d) of the Revenue and Taxation Code of the State of California graduation from an accredited four-year college or university with a degree in accounting or a specialization in accounting (18 semester units in accounting and/or auditing courses). Possession of a valid license as a Certified Public Accountant or Public Accountant issued by the State of California may be substituted for the required education.

CONDITIONS OF EMPLOYMENT

The required conditions of employment include but are not limited to the following:

• Possess a valid California Class C driver license at the time of appointment and possess and maintain a satisfactory driving record or provide evidence of suitable transportation which is approved by the appointing authority.
• Be available to work a flexible schedule including evenings weekends holidays and during times of disaster and/or emergency; travel out of County to attend meetings.
• Prospective employees for the Assessor-Clerk Recorder will be required to submit to a background review which may include a review of information concerning present and/or prior employment driving record and record of criminal conviction.
